Renting + sustainability + Energy Performance Allowance (EPV)
As a tenant you can request sustainability upgrades (70% co-tenant agreement). Landlord gets EPV for net-zero. Rights explained.
Tenants have rights under the Housing Improvement Act + BW 7:243: (1) For improvement raising the label by ≥3 steps: 70% of affected tenants must agree; (2) Landlord may ask max 5% rent rise per measure (regulated) or negotiate for free-sector; (3) For net-zero (NOM) or label A+, the landlord may charge the Energy Performance Allowance (EPV) — fixed monthly amount on top of bare rent, statutorily capped (typically €1.30-€2.50/m² for a home). EPV effectively replaces the tenant's energy bill (energy included) but mustn't exceed the "old" energy cost. Conflict: Rent Tribunal (huurcommissie) or civil court.
