For complaints about your energy supplier the route is:

  1. Supplier itselfwritten complaint, reasonable deadline (max 6 weeks for substantive reply)
  2. Geschillencommissie Energie (degeschillencommissie.nl)only after 6 weeks no reply or unsatisfactory answer, costs €52.50, binding ruling
  3. ACM (acm.nl/loket)for structural Energy Act/Netcode breaches, not for individual damages
  4. Civil courtfor claims > €25,000 or when other routes fail. For grid operator issues (connection, outage damages) GCE is also competent. For privacy/GDPR complaints on smart meters: Dutch DPA.
