European Accessibility Act (EAA) — what changes from 28 June 2025?
EAA requires commercial websites + apps selling products/services to EU consumers to comply with WCAG 2.1 AA. In force since 28 June 2025.
The European Accessibility Act (EAA, Directive 2019/882) entered into force on 28 June 2025. For the first time, accessibility obligations apply to commercial websites and apps — not just government. Who falls under EAA? Businesses offering products or services to EU consumers, especially: e-commerce, banks, telecom, e-books, software, ticketing, e-government services, payment terminals (POS), ATMs, public transport info systems. Small business exemption: <10 employees AND <€2 million turnover → exempt. Standard: WCAG 2.1 level AA for websites + apps, EN 301 549 for other ICT products. What must you do? (1) Audit existing site/app against WCAG 2.1 AA. (2) Publish accessibility statement (see accessibility statement). (3) Fix issues (some like colour contrast quick, some like video subtitles costly). (4) Feedback route + complaints procedure. NL enforcement: Inspectie Leefomgeving en Transport (ILT) + ACM. Fines up to €1m or 5% turnover. Complaints can also go to Stichting Drempelvrij. Transition period: products in stock before 28 June 2025 may be used without full compliance until end 2030 — services must comply immediately. Business bonus: accessibility boosts SEO + conversion + covers 15-20% of Dutch market with some form of disability.
