May my HOA install a camera in the hallway?

HOA camera = personal data processing → GDPR fully applies. Requirements: (1) AGM decision with majority (model rules) — no individual board decision. (2) DPIA required (Art. 35 — high risk). (3) Clear signs at every entrance with HOA name + DPO contact. (4) Retention max 4 weeks (longer on concrete incident). (5) Camera direction only on common area, NOT on individual apartment doors or letterboxes. (6) Image access limited — usually only on incident. (7) Privacy statement available. Resident rights: GDPR Art. 15 access to your footage, Art. 21 objection on unjustified HOA interest. On overstepping: complaint at next AGM, AP complaint, possibly preliminary injunction for removal. WBTR impact: board members personally liable on serious negligence (camera without decision, no signs, longer retention).
