May a sports club install cameras in changing rooms?

Almost never allowed. Protected intimate space (Sr 139f + Art. 9 GDPR special data). Only on very specific security incidents + DPIA + AGM.

A camera in changing rooms, toilets, showers = serious privacy breach. Sr Art. 139f criminalises "making an image of a person in a residence or other non-publicly-accessible place via recording device, while that person has indications this happens without authorisation" — also applies to changing rooms. Max 6 months prison. GDPR aspect: images in intimate space = often Art. 9 special category data (body images, possibly health data). Very strict regime — explicit consent or one of 10 exceptions. When still possible? Theoretically only on: (a) concrete safety incident — e.g. proven theft pattern, (b) DPIA shows necessity + proportionality, (c) AGM decision with majority + DPO advice, (d) clear announcement + retention 24-48h, (e) only camera on locker area, NOT on shower/toilet/changing part. In practice: almost no NL sports club meets all conditions — AP enforcement = often fine + mandatory removal. On suspected use: immediate AP complaint + police report (Sr 139f) + board members personally liable under WBTR + civil damages claim (€2,500-€25,000 typical). Tip for boards: when considering: choose instead a coloured locker with key + personal oversight — less intrusive, easier to justify.
