"We raise your energy label for €X" — legit or scam?

Often grey. Real label improvement requires actual measures. "Paper improvement" is challengeable and can become fraud.

Since 2021 (NTA 8800) an energy label is a measurement + calculation, not estimate. Someone promising "we'll raise your label from D to B" without physical measures offers either: (a) careful review of previously-done-but-uncounted insulation (legitimate — ask explanation per value); (b) use of fictitious or unverifiable input (= false declaration, can be criminally prosecuted under Sr art. 225 forgery). Red flags: (1) label step promised without home visit; (2) unusually low price (€50-€80 vs €190-€350); (3) no EP-advisor mark on BRL 9500 list; (4) uses old "indicative" label saying "new better"; (5) demands cash. Legitimate: certified EP advisor correctly measures your real situation (some new insulation uncounted) → label can rise. When in doubt: request XML calculation and compare with neighbours.
