May a school track a school-issued laptop (on or off campus)?

During school use: yes, with announcement + transparency + proportionality. Outside school: only with separate explicit consent of parents + child.

School laptops (Chromebook, iPad) come with monitoring software (GoGuardian, Google Workspace Admin, Microsoft Intune). On campus: legitimate purpose — educational delivery, management, security. Required: privacy statement, parent information, inclusion in school policy + works-council consent. Off campus: different matter. UAVG Art. 5 (child under 16 = parental consent) + data minimisation makes 24/7 tracking not automatically allowed. Requires separate explicit consent + proportionality. What IS allowed on campus? Screen monitoring during class, restricting websites + apps, laptop location (anti-theft), usage statistics for system management. What is NOT? Webcam activation outside lessons without consent (very serious case — comparable to Lower Merion School District 2010 in US), microphone tap, reading private files or messages in cloud accounts, screenshots without concrete suspicion. AP enforcement: Education Inspectorate + AP coordinate. Since 2023 specific guideline on digital learning resources + privacy. Complaint via Education Inspectorate + AP complaint in parallel. Suspect overstepping? Request school policy (Dutch FOIA), involve works council, AP complaint on structural violation.
