The Authority for Consumers & Markets (ACM) oversees consumer rights, competition, and telecommunications. Privacy relevance? Since 2024 ACM shares oversight on cookie rules (Dutch Telecoms Act 11.7a) with the AP — ACM for consumer enforcement, AP for GDPR aspect. Additionally: telemarketing without prior consent (Dutch Telecoms Act 11.7), misleading advertising with personal data, online dark patterns deceiving consumers. What does ACM do? (1) Investigation + enforcement. (2) Fines (Telecoms Act fines up to €900,000 per violation, competition up to 10% turnover). (3) Oversight signals and information provision. (4) Cooperation with foreign regulators (ECN, BEUC). Recent actions: fines for cookie walls (NOS, Telegraaf), enforcement against online "shadow profiles", crackdown on fake star reviews. How to report? Online via acm.nl reporting form or via ConsuWijzer.nl (mainly for consumers). No direct counter — only via forms.
