Can I ride a scooter on the bike path in Amsterdam?
In Amsterdam within Ring A10, snorfietsen (blue plate, max 25 km/h) and bromfietsen (yellow plate, max 45 km/h) must ride on the road — not on the bike path. This rule has applied since 8 April 2019. Helmets are mandatory for snorfiets rider and pillion passenger since 1 January 2023. E-bikes and pedelecs (max 25 km/h, pedal-assist only, no plate): stay on the bike path without helmet requirement. Outside Amsterdam: varies by city. Fines: €95 for snorfiets on bike path, €180 without helmet, €420+ for tampered scooter.
📋 The rules
- Snorfiets (blue plate, max 25 km/h): road required in Amsterdam within Ring A10, helmet required since 2023
- Bromfiets (yellow plate, max 45 km/h): always road, helmet mandatory since 1975
- Speed pedelec (fast e-bike >25 km/h): road, plate required, helmet required
- E-bike/pedelec (max 25 km/h with pedal assist, no plate): bike path, no helmet required
- Snorfiets outside Amsterdam: often still allowed on bike path — check local signs
- On the road: max 30 km/h in 30-zones, otherwise road speed (usually 50 km/h)
- On bike streets (sign G11 “auto te gast”): snorfiets allowed on bike path
- Mandatory third-party liability (WA) insurance for all motorised two-wheelers
🔓 Exceptions
- Bike streets with sign G11: snorfiets acts as a bike, allowed on bike path
- Roadworks or detours: temporary bike path use often allowed with sign
- Disabled with adapted vehicle (mobility scooter category): separate rules, bike path allowed
- Snorfiets outside Ring A10: usually still bike path in Amsterdam-Noord, Zuidoost, Nieuw-West
⚠️ Penalty if you do it anyway

❓ Frequently asked questions
What's the difference between a snorfiets and a bromfiets?
Snorfiets: blue plate, max 25 km/h, AM driving licence needed (since 2010), helmet required since 2023. Bromfiets: yellow plate, max 45 km/h, AM driving licence required, helmet mandatory since 1975. Both from age 16.
Does the bike-path ban apply nationwide?
No, only Amsterdam within Ring A10 since 2019. Utrecht, Rotterdam and The Hague have partial rules per street. Outside the city: usually still bike path allowed. Check road signs on location.
Can I ride a cargo bike with motor on the bike path?
Tandems (regular pedal bikes) and unmotorised cargo bikes: always on bike path. Cargo bikes with pedal assist (max 25 km/h, pedelec): bike path. With a faster motor: same rules as snorfiets — in Amsterdam therefore road.
What if I don't have a plate after taking over a snorfiets?
Riding without plate: €180 fine plus your vehicle is not insurable. Within 5 working days after takeover, register with RDW via rdw.nl/overschrijven. Plate registration cost: ~€10.
Does helmet requirement also apply to my passenger?
Yes. Helmet requirement applies to both rider and pillion passenger on snorfiets/bromfiets. An approved helmet with ECE marking and proper size. Child seat behind snorfiets: helmet requirement also for the child.
Can I use the bike path if I turn my scooter off and walk?
If you push your snorfiets by hand (engine off), you count as a pedestrian and may walk on the bike path. Continuing on the road: yes, same rules as a rider.
Can I ride a speed pedelec without a helmet?
No. Speed pedelecs (e-bikes capable of more than 25 km/h via pedal assist) are legally equivalent to bromfietsen: helmet required, yellow plate, road required, WA insurance, AM driving licence minimum.
What's the fine for a tampered snorfiets?
€420+ plus vehicle confiscation for inspection. If measured speed exceeds 25 km/h: snorfiets is reclassified as bromfiets, and you also risk a fine for missing bromfiets papers (€180+).
