Per-sector list of RVO-recognised energy-saving measures with payback < 5 years. Implement everything = automatic compliance.
EML (Recognised Measures Lists) are sector-specific lists from RVO (offices, education, healthcare, retail, hospitality, data centres, auto, mobility, etc.). Per sector ~10-25 standard measures with payback < 5 years — LED with motion sensor, HR boilers, pipe insulation, efficient refrigerators, LED panels. Implementing ALL EML measures for your sector = automatic compliance (no technical assessment). Each measure lists: investment, payback, energy saving, conditions. During audit by environmental agency: show EML checklist + evidence (invoices + kWh measurement). EML must be reviewed every 4 years.
