Legally: government, employer, healthcare, tax authority, banks (anti-ML), pension fund, schools. Almost never: webshop, landlord, sports club, association, hotel.
BSN use = exhaustively regulated in Wabb. ALLOWED: Government: municipality, tax authority, UWV, SVB, RVO, RDW, IND, justice. Employer: only for payroll (Dutch Wage Tax Act). Healthcare: hospital, GP, physiotherapist, pharmacy, health insurer (declaration only). Education: schools for pupil administration. Banks: only for identification under Wwft (Dutch anti-ML) and interest reporting to tax authority. Pension funds: for benefits administration. NOT allowed: webshop, hotel, gym, sports association, dating app, internet provider (except subscription admin), landlord or letting agent (only view ID, not record), online platforms like Marktplaats or Vinted, energy supplier (only for usage admin, not customer profile). What to do if they ask? Request the legal basis in writing. No solid answer? Refuse. If they insist: AP complaint (fine up to €820k). On showing ID: always use KopieID app — automatic redaction of BSN + passport photo serial. Document with date + employee name.
