Can my dog run off-leash in Amsterdam?
Only in designated off-leash areas. Amsterdam has 80+ marked off-leash zones — in Vondelpark, Sloterpark, Westerpark, Beatrixpark, Erasmuspark, Flevopark and many smaller green spaces. Outside these zones: leash required everywhere in Amsterdam. On bike paths, in shopping areas, in cemeteries and on beaches without a dog zone: always leash. - Dog must be leashed in >95% of the city — except in off-leash zones
- In off-leash areas your dog must be “under voice control” (responds to commands)
- Mandatory dog waste cleanup everywhere (including in off-leash zones and on grass)
- Muzzle requirement for some high-risk breeds after a biting incident
- Not all parks are off-leash zones — check the Amsterdam dog map
- Maximum 3 dogs walked per person (commercial walkers: separate municipal permit)
- On playgrounds, school yards, sports fields: always forbidden, even leashed
- In GVB tram, metro or bus: leash required, not in rush hour for large dogs
🔓 Exceptions
- Dog beaches: IJburg-noord (year-round), Sloterplas (May–Oct designated zones)
- Some nature reserves outside Amsterdam: dogs allowed off-leash under conditions, often 1 Sep to 15 Mar
- Service dogs for blind/disabled people: exempt from leash requirement
- Police dogs and service dogs on duty: no leash requirement
- On your own property (garden, balcony): no rules — except neighbour nuisance (barking)
⚠️ Penalty if you do it anyway
€95 for off-leash dog outside zone. €95 for failing to clean up poop. Aggression or biting incident: €500+ plus possible muzzle requirement or confiscation. Serious biting incident with injury: criminal prosecution under art. 6:179 Dutch Civil Code (owner liability for animals) plus full civil liability for medical costs and damages.

Can my dog go on the beach in Amsterdam?
IJburg-noord beach has a year-round dog beach. Sloterplas: only designated zones in summer (May–Oct). Other beach areas: leash required, no dogs in swim zone during high season.
What if my dog accidentally gets loose?
Enforcement is usually reasonable for a one-off accident. Repeat offences or your dog bothering other animals/people: €95 fine. Call your dog back immediately and always keep the leash in hand.
Do I have to clean up dog poop in an off-leash area?
Yes, everywhere. Including off-leash zones, on grass, even at night. Failure to clean = €95 fine. Many parks have free poop-bag dispensers. Enforcers patrol actively.
Can I take my dog on GVB tram or bus?
Yes on GVB, provided leashed and not in rush hour (07:00–09:00 and 16:00–18:00) for large dogs. Small dogs in a bag: always allowed. Service dogs: always allowed, even in rush hour.
My dog is loud and neighbours complain. What do I do?
First talk to neighbours and landlord. For ongoing complaints and enforcement requests: the city can issue a warning and ultimately a fine under the APV (noise nuisance). For escalation and routing: Bij Wie? for noise complaints.
Which dog breeds have a muzzle requirement in Amsterdam?
No fixed list of banned breeds since 2008. But after a biting incident, the mayor can issue an individual dangerous-dog ruling with muzzle requirement for your specific dog. For serious incidents: confiscation possible.
Can I walk more than 3 dogs at the same time?
Private: max 3 dogs per person. Commercial dog walkers: separate municipal walking service permit + max 5 dogs per walker + experience + insurance required.
What if my dog bites another animal or person?
