The Climate Agreement requires the Netherlands to be gas-free by 2050. Each municipality has a Heat Transition Vision (TVW) with neighbourhood plan: which area switches when to heat-network, all-electric (heat pump), hydrogen or biogas. Resident rights:

  1. input via consultation when neighbourhood execution plan is adopted
  2. right to cost overview (no forced large investment without financing)
  3. for heat-network connectionaffordability test under Wcw (Collective Heat Supply Act 2025)
  4. right to object to neighbourhood plan at court. Existing gas connection remains until determined end date (typically 2030-2050) — nobody is forced off earlier. On mandatory transition: financing arrangement must be offered.
